What Is the DGSA Annual Report?

A workplace risk assessment is a systematic examination of your work activities, premises and processes to identify what could cause harm to people — and whether you're doing enough to prevent it. Under the Management of Health and Safety at Work Regulations 1999 (MHSWR), every employer must carry out a suitable and sufficient assessment of the risks to the health and safety of their employees and anyone else who may be affected by their work activities.

If you have five or more employees, the significant findings of your risk assessment must be recorded in writing. But regardless of your size, risk assessment is the foundation of every health and safety management system — without it, you're managing safety blind.

Is the annual report legally required?

Yes. CDG 2009 Regulation 13 requires the DGSA to prepare an annual report on the undertaking's activities in the transport of dangerous goods. Failure to produce the report is a compliance breach.

How long must it be retained?

5 years from the date of the report. It must be produced to enforcement authorities on request. RADCaT maintains an archive of all reports for our clients.

What does the report cover?

Dangerous goods activities during the period, substances and volumes handled, compliance status, incidents and near-misses, training delivered, audits conducted, corrective actions and recommendations for improvement.

Is it included in the DGSA retainer?

Can you produce reports for previous years?

If we have been your DGSA during the period, yes. For new clients, we can produce a retrospective report based on available records, though the quality depends on the data available.

Who signs the annual report?

The report is prepared by the DGSA and should be acknowledged by the senior management of the undertaking. RADCaT prepares and signs as your DGSA; we recommend counter-signature by a director.

When should the report be produced?

Best practice is within 3 months of the end of the reporting period. RADCaT prepares reports promptly as part of the ongoing DGSA service.
