Working at Height Risk Assessments

A workplace risk assessment is a systematic examination of your work activities, premises and processes to identify what could cause harm to people — and whether you're doing enough to prevent it. Under the Management of Health and Safety at Work Regulations 1999 (MHSWR), every employer must carry out a suitable and sufficient assessment of the risks to the health and safety of their employees and anyone else who may be affected by their work activities.

If you have five or more employees, the significant findings of your risk assessment must be recorded in writing. But regardless of your size, risk assessment is the foundation of every health and safety management system — without it, you're managing safety blind.

How We Carry Out a Risk Assessment

Activity Identification

We identify every task where people work at height — including tasks you may not have considered, such as changing light bulbs, accessing storage, cleaning gutters and vehicle loading.

Hierarchy of Control

For each activity: can the work be done from ground level? If not, can collective protection (scaffolding, guardrails) prevent falls? If not, what personal protection (harnesses) is needed?

Safe System of Work

Development of task-specific safe systems of work — equipment specification, pre-use checks, supervision requirements, weather restrictions and emergency rescue procedures.

Working at Height FAQ

What counts as working at height?

Any work where a person could fall a distance liable to cause personal injury. This includes work on ladders, scaffolding, roofs, mezzanines, vehicles, near openings, on fragile surfaces and even working at ground level near an excavation. There is no minimum height — a fall from a standing position onto a hard surface can cause serious injury.

Do I need a risk assessment for ladder use?

Yes. Ladders should only be used for low-risk, short-duration tasks where a safer alternative is not reasonably practicable. Every ladder use needs assessing — type, condition, angle, securing, surface, duration and the task being performed. RADCaT assesses your ladder use and recommends alternatives where appropriate.

How often should scaffold be inspected?

Scaffolding must be inspected before first use, at intervals not exceeding 7 days, after any event likely to affect stability (e.g. severe weather) and before use after any modification. Inspections must be by a competent person and recorded in writing.

Do you provide harness training?

Yes. We deliver practical harness and fall arrest training covering correct donning, adjustment, lanyard connection, anchor point selection, pre-use inspection and emergency rescue. Training is delivered on-site using your actual fall arrest systems.

What is the hierarchy of control for height work?

Avoid work at height if possible. If not: use collective protection (scaffolding, guardrails, netting) to prevent falls. If not: use personal protection (harnesses, fall arrest) to minimise consequences. Always plan for rescue. RADCaT applies this hierarchy to every assessment.
