What Is a Fire Risk Assessment?

A workplace risk assessment is a systematic examination of your work activities, premises and processes to identify what could cause harm to people — and whether you're doing enough to prevent it. Under the Management of Health and Safety at Work Regulations 1999 (MHSWR), every employer must carry out a suitable and sufficient assessment of the risks to the health and safety of their employees and anyone else who may be affected by their work activities.

Is a fire risk assessment legally required?

Yes. The Regulatory Reform (Fire Safety) Order 2005 requires a suitable and sufficient fire risk assessment for every non-domestic premises. This includes offices, shops, factories, hotels, schools, care homes, churches, community buildings and any workplace. Failure is a criminal offence with unlimited fines and up to 2 years imprisonment.

How often should it be reviewed?

There is no fixed legal interval, but best practice is annual review. Reviews are also required after any significant building changes, fire incidents, changes to fire safety systems, or changes in the type of occupants. RADCaT recommends and provides annual review visits.

Who is the responsible person?

The employer in a workplace, the occupier in premises they control, the owner/managing agent for common areas. In multi-occupied buildings there may be several responsible persons who must cooperate. Each is legally accountable for their area of responsibility.

What is PAS 79-1:2020?

PAS 79-1:2020 is the published document that provides guidance on fire risk assessment methodology for non-domestic premises. It replaced PAS 79:2012. RADCaT assessors follow PAS 79-1 methodology to ensure comprehensive, consistent and legally robust assessments.

Do I need PEEPs for disabled employees?

Yes. If any employee, regular visitor or resident has a disability that could affect their ability to evacuate, you need a Personal Emergency Evacuation Plan. This covers mobility impairment, sensory impairment, cognitive impairment and temporary conditions like pregnancy or broken limbs.

What happens if the fire authority inspects?

Fire authority inspectors can visit without notice. They check your fire risk assessment, evacuation procedures, fire safety systems, staff training records and general fire safety management. Non-compliance can result in enforcement notices, prohibition notices (immediate closure), prosecution and fines.

How much does a fire risk assessment cost?
